What is FAP? Understanding the FBI Fingerprint Acquisition Standard

 

FAP (Fingerprint Acquisition Profile) is an FBI-defined fingerprint acquisition standard that specifies image quality, sensor size, and performance requirements for mobile and portable fingerprint scanners. It ensures that fingerprint images captured by compact devices are compatible with FBI identification systems and meet the reliability required for law enforcement and identity management applications.


Evolution and History


Background (Before the 2000s)

Early fingerprint scanners were primarily large, prism-based optical devices used in fixed enrollment stations. As mobile and handheld biometric devices became increasingly important, the need emerged for a standardized fingerprint image quality specification that would enable reliable identity verification using compact portable devices.

Introduction of the FBI NGI / PIV Standards


To ensure interoperability with national fingerprint identification systems, the Federal Bureau of Investigation (FBI) established the Fingerprint Acquisition Profile (FAP) classification system. The standard defines fingerprint scanner requirements based on image resolution (500 PPI or higher), image quality, geometric distortion, and effective sensing area. FAP categories range from FAP 10 to FAP 60, each corresponding to different sensor sizes and operational capabilities.


Miniaturization and Technology Evolution


1. FAP 10 / 20 / 30 (Single Finger)

These standards were initially developed for single-fingerprint authentication in mobile devices, handheld terminals, and portable biometric systems. Among them, FAP 30 provides the largest sensing area for single-fingerprint scanners, allowing more fingerprint minutiae to be captured and improving matching accuracy.


2. FAP 45 (Dual Finger)

FAP 45 enables simultaneous capture of two fingerprints, offering higher security and faster identity verification. It has become widely adopted in border control, immigration, law enforcement, and mobile police terminals.


3. FAP 50 / 60 (Multi-Finger & Rolled Scan)

Advances in TFT imaging technology and high-performance optical sensors have enabled portable handheld devices and tablets to capture four-finger slap images and rolled fingerprints previously achievable only with large desktop enrollment systems.

In particular, FAP 50 and FAP 60 support 4-4-2 ten-print enrollment, rolled fingerprint capture, and comply with stringent FBI certification requirements—including Appendix F for applicable enrollment devices—as well as PIV requirements depending on the intended application. These capabilities make them the preferred standard for national identity enrollment (ABIS), voter registration, law enforcement, border management, and other mission-critical biometric applications.
